President Vladimir V. Putin gave top state honors to a Soviet spy who obtained American atomic secrets that speeded the Soviet Union’s production of its own atomic bomb, the Kremlin said. In a statement posted on its Web site, the government said Mr. Putin had posthumously awarded the Gold Star and Hero of Russia medal to George Koval, who died in 2006 at 94. The statement said Mr. Koval, who operated under the code name Delmar, had penetrated top-secret American installations. |
