Rita sets New Orleans teetering on the edge |

As the outer bands of Hurricane Rita raked past with gusty winds and showers on Thursday, water began seeping into the shattered and empty Lower 9th Ward through makeshift dike repairs, and the Army Corps of Engineers expressed concern about just how reliably a weakened levee system could protect this decimated city against a tidal surge along Lake Pontchartrain. |
